Traditional raw materials for packaging paper are primarily plant fibers, such as wood pulp and waste paper pulp.

The core production process, centered on pulping and papermaking, includes waste paper shredding, screening, purification, concentration, refining, and papermaking.

In 2025, Sun Paper Industry received approval to construct a 700,000-ton-per-year high-grade packaging paper project, using waste paper pulp and commercial wood pulp as main raw materials, and employing processes such as waste paper shredding, screening, purification, concentration, refining, and papermaking. In the same year, its 480,000-ton-per-year high-grade liquid packaging paper technical upgrade project increased capacity by eliminating energy-intensive old equipment and adding and utilizing new equipment such as pulpers.

Innovative manufacturing processes, such as stone-based environmentally friendly packaging materials, use calcite (calcium carbonate) as the core raw material, combined with food-grade PP and additives, and are produced through physical processes such as granulation and board making.

The general process for producing packaging paper from recycled waste paper includes four steps: deinking, paper fiber purification, concentration, and papermaking.
